The first bullpup design was actually from the UK in 1901. The Thornycroft Carbine was the first true bullpup designed weapon, but it didn't see an real use. The EM-2 was a very short lived rifle that was a bullpup and it was issued to British troops in 1951, but it wasn't the first by a long shot.
