Note that in Call of Duty: Black Ops your framerate is capped to a maximum of around 85FPS, even if you disable VSync.
In game open console shift + ~ (the key to the left of 1 on the left side of the keyboard) then type in /com_maxfps 125 or what ever you want the cap to be.
