Sign in to the Azure portal as a global administrator or security administrator.

Go to Azure Active Directory > Security > MFA.

Under MFA settings, select Additional cloud-based MFA settings.

Under service settings, select Microsoft Authenticator app.

Change the setting to Disabled.
